Nations

Often overlooked in the biblical account is the absence of nations prior to the Flood. The first mention of God authorizing human governments is after the Deluge. Compare Genesis 9:6 where God gives authority to humans to take life (government) with the earlier period before the Flood when God reserves the right to punish murderers (Genesis 4:13-15).
